In the Tang Dynasty唐朝, a court officer named Zhou Xing周兴 was assigned control of all prison affairs. He was an extremely brutal person and often created ruthless rules to mistreat his prisoners. Once, he posted a notice in front of the Court saying: “When they are summoned to court, all defendants claim that they are treated unjustly, but once their heads are cut off, they will all keep quiet.” The purpose of this bulletin was to intimidate the defendants to make them plead guilty even if they were innocent.
